No downsampling for Pro/Business starter

Background: The downsampling of data after 24h should be optional (especial for Pro or Business subscriptions). This feature is problemativ if you want to use it for buisnesses which have to proof data integrity.

I would suggest to make it optional (especial for Pro or Business subscriptions).
