Please I am new to IOT and of-course Ruuvitag. I am researching on providing a web service (a website that provides tutorials for my customers on how to use my products) over a Wifi Mesh for my community. I will like to know if i can use Ruuvitag for this purpose

RuuviTag does not have WiFi onboard, therefore building wifi mesh is not possible. If you can rely on your clients to have network connectivity in some other way, you could use Wirepas mesh to create mesh network of RuuviTags.
If mesh is not required, you could use plain Eddystone to broadcast the URL of your website to your clients.
